Ask them out in person. If you are nervous, practice saying it to yourself, or ask a friend (of the same sex) if you can practice asking on them.(If you practice asking some out on the opposite sex, they may get the wrong idea...)
Make a plan. Nothing is worse when it comes to dating, than to not have a plan. Have a place and time in mind. Make sure you know what you're going to do. (Make sure what you're doing is okay with both girls and guys, like if you're a girl, you don't wanna go shopping, and if you're a guy, you don't wanna go paintballing. Unless the girl likes it)
Make a backup plan. Just in case they don't like that idea, or they are busy, have a plan B. Have another place and time planned out.
Girls: If you're asking the guy out, play the kind of mysterious role. Be sorta hard-to-get, but not too much. You don't wanna appear desperate.
Guys: Be Prince Charming. Open doors for her, pull a chair out for her(not from UNDER her), etc. This shows her that you appreciate her. Be playful, too. Don't be too serious, she'll get bored with you!
Don't go too far. Wait until he/she is ready to get more serious (holding hands, kissing)

Guys: Girls ALSO love it when you wink at them. SMILE a lot!
Guys: Don't stare at her unless you're looking into her eyes. She might get the wrong message.
