Use a shaping gel, spray gel or gel mousse to style your hair.
Massage the gel into your hair.
Blow dry or comb in place to dry naturally.
Shake your head back and forth. Make your hair look rough, but still surfer like.
Add a brighter color bleach if you want to.
Try this. When you get out of the shower, right when you get out, start drying your head with a towel. Bend all the way over so that all your hair is hanging down, and dry it as much as you can with the towel. Look in the mirror and if things have gone too crazy, flatten it out a bit with your hand, then let it dry. If things aren't crazy enough, or just right, bust out the blow dryer. Using gel and hair spray is gross. Avoid it when you can to give you the natural look you desire.
