Know what you want a posse for. Maybe it's to make you popular, or to make somebody jealous.
Get the girls that will be in your posse. Maybe it'll be your best friend or the girl that lives next door to you. You need 2 or more.
Start setting trends that they will follow, and soon they will do every thing like you.
Some rules might be what to wear on certain days or activites that the posse needs to do together.

Call each person and set a color for everyone to wear or get from a store.
Remember to be too cliquish and get too involved in your posse such that you push all other activities and/or persons from your life.
Make a big deal if someone in the posse forgets to wear the right colors or wears jeans on the wrong day. Don't let it slide.
Make sure that you are fun to be around. Always make people believe that you are the best person to be friends with.
If you need help finding people, there is no better place than at the gym or cafeteria. When you're running, hop on a treadmill next to some girls and talk with them. At the cafeteria, go sit with new people, but be sure to tell your friends first so they don't think you are ditching them.
